Velvalea Hortense Rodgers "Vel" Phillips (February 18, 1923-April 17, 2018) was a lawyer, jurist, civil rights activist, judge, alderman, and leader of the National Association for the Advancement of Colored People (NAACP) in Milwaukee, Wisconsin, United States. Phillips was the first African-American and first woman to be the Secretary of State in Milwaukee.
